A regular meeting of Council was held on July 17, 2019 at 4:30 in the Muniplex Council Chambers. Those present included: Reeve G. Weidenhamer, Councillors D. Adams, J. Gustafson, S. Clelland, S. Rommelaere, D. Edwards and CAO Pamela Hainsworth.
The agenda for the July 17 meeting was adopted as circulated and the meeting came to order. The reading of the minutes of the June 26 meeting were waived in accordance with Section 118(2) of the Municipal Act.
Public Works overtime was authorized.
BE IT RESOLVED THAT WHEREAS Section (3)(d) of the Emergency Measure Act provides that the Manitoba Emergency Management Organization shall receive and assess all disaster assistance claims from local authorities, government departments, the Government of Canada or the private sector:
AND WHEREAS Section 16.1 (1) o the Emergency Measures Act also states that the Manitoba Emergency Management organization may provide disaster assistance for loss resulting from a Disaster in accordance with the policy and guidelines for Disaster Assistance approved by the Lieutenant Governor in Council;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Deloraine-Winchester request Disaster Financial Assistance form the Manitoba Management Organization for damages caused to private and public property by heavy rain event commencing on or about July 9, 2019.
Council approved the following development permits:
• 302 Broadway N – fence
• 201 South Railway W – fence
• 208 Lovett Street – fence
• 301 Cavers St. N – fence
• 523 Colquhoun Cres – veranda roof
• 415 Broadway St. S – car shed
Council held a Conditional Use Hearing to allow a camper trailer in the “SRG” zone and council approved
*the Conditional use application of Philip Parker in respect to Lots 32 & 33, Block, Plan 718.
• the Conditional Use application of Maurice and Rhonda Gervais in respect to Lot 2, Block 2, Plan 52172.
Council granted approval to the completed Variation Order No. 19-008, for Bruce and Tammy Hodgson for property described as follows: Lot 1 Plan 745.
The following financial statements reports were approved: Deloraine-Winchester Airport Commission, Deloraine-Winchester Theatre, Deloraine-Winchester Swimming Pool, Deloraine-Winchester Skating Rink, Deloraine-Winchester Cemetery, Brenda-Winchester Weed Control District, SEMG, TMCD, Deloraine/Brenda Winchester Fire Dept. Recotourism.
The General Utility accounts were read and referred to the Finance Committee.
Council approved the Water & Sewer account in the amount of $15,755.79 and the General account in the amount of $450,410.92.
